NATIONAL EDUCATION POLICY 2020 – PROPOSALS AND SUGGESTIONS FOR THE IMPLEMENTATION: USHERING HIGHER EDUCATION POLICY REFORMS FOR BUILDING AATMANIRBHAR INDIAN UNIVERSITIES

The NEP 2020 Implementation Document has been developed in collaboration between O.P. Jindal Global (Institution of Eminence Deemed To Be University) and Association of Indian Universities (AIU) to provide some direction to the practitioners of higher education to implement the NEP 2020. This document has been created for the Indian higher education sector, and all the stakeholders involved, keeping in mind the demographic diversity of India. The goal is to identify various steps of implementation required to be followed primarily by the Central and State Governments, regulatory bodies, and Indian HEIs to accomplish the objectives set in the NEP 2020. The document was presented to Shri Ramesh Pokhriyal Nishank, Hon’ble Minister of Education at the 95th National Vice Chancellors’ Meet hosted by Dr. Babasaheb Ambedkar Open University, Ahmedabad, Gujarat on April 14, 2021 . Shri Narendra Modi, Hon’ble Prime Minister of India was the Chief Guest and addressed the meeting. This document was made possible thanks to the efforts of academic and research teams at the AIU and the International Institute for Higher Education Research & Capacity Building (IIHEd) at JGU. The document can be used as a reference and checklist by the academic community and higher education leaders in implementing the NEP 2020 and navigating their institutions towards a more resilient future.

COVID-19 RESPONSE TOOL KIT FOR INDIA HIGHER EDUCATION INSTITUTIONS: INSTITUTIONAL RESILIENCE FOR ACADEMIC PLANNING & CONTINUITY 

The toolkit has been developed in collaboration between O.P. Jindal Global (Institution of Eminence Deemed To Be University) and Association of Indian Universities (AIU) to help build Institutional Resilience for Academic Planning and Continuity in Indian HEIs during COVID-19. The publication was released by Dr. Vinay Sahasrabuddhe, Hon’ble Member of Parliament (Rajya Sabha), President of the Indian Council of Cultural Relations (ICCR) and the Chairman of the Parliamentary Standing Committee on Human Resource Development. This report was made possible thanks to the efforts of academic and research teams at the Association of Indian Universities (AIU) and the International Institute for Higher Education Research & Capacity Building (IIHEd) at JGU. The document can be used as a reference and checklist by universities, colleges and stand-alone institutions to enable a more effective and planned reopening, make sure that critical institutional aspects are addressed and necessary measures are considered to maintain academic continuity, subject to the government rules and regulations.

Covid -19 Response Toolkit

STATE HIGHER EDUCATION PLAN FOR HARYANA 
IIHEd collaborated with the Department of Higher Education, Government of Haryana and developed the State Higher Education Plan for Haryana with a vision of transforming higher education ecosystem, by innovating financing, integrating science and technology, promoting a progressive regulatory environment of trust, a new governance model for creating opportunities and space for research and scholarship, by incentivizing research and publications and encouraging attitudinal change among all stakeholders. The State Higher Education Plan (SHEP) for Haryana reflects a vision for a progressive and stronger Haryana, where social and economic transformation through quality education becomes the order of the day. The SHEP for Haryana is an outcome of deliberations, discussions and collaboration through consultation meetings with all the stakeholders committed towards the goal of promoting higher education (HE) in Haryana. IIHEd undertook this extensive and enormous effort of drafting the State Higher Education Plan for Haryana and brought this project to a successful culmination.

REPORT OF THE JGU TASK FORCE ON EDUCATION QUALITY UPGRADATION AND INCLUSION PROGRAMME (EQUIP)

In response to the five-year (2019-2024) action plan ‘Education Quality Upgradation and Inclusion Programme’ (EQUIP) of the Ministry of Human Resource Development (MHRD), Government of India (GoI), O.P. Jindal Global (Institution of Eminence Deemed To Be University) constituted an internal task force to discuss and deliberate on the key issues that form the mandate of EQUIP, and its constituent expert groups. This report presents the outcomes of the deliberations of the task force. The report addresses each of the 10 themes introduced under EQUIP and elaborates on existing challenges, proposed reforms, challenges of implementation, and potential outcomes. Key policy recommendations are proposed for each of the themes accounting for the nature of past progress, recently introduced government policies, and cross-cutting characteristics of the Indian higher education system at the national and state levels.

IIHEd ROUNDTABLE SERIES CONVERSATIONS ON PHILANTHROPY

It was quite a unique opportunity for O.P. Jindal Global (Institution of Eminence Deemed To Be University) and the International Institute for Higher Education Research & Capacity Building (IIHEd) to host two roundtable conferences on Philanthropy. The first one was held in Delhi, followed by one in Mumbai, which was organised in collaboration with the Indian School of Management and Entrepreneurship (ISME). The themes covered in the two Roundtables, namely, Institutional Building and Social Development (Delhi) and Education and Corporate Social Responsibility (Mumbai) touched on several layers pertinent to the landscape of philanthropy in India. Each of the conferences brought academia, policy experts, industry and “managers of philanthropy” (i.e. people who run foundations) together to discuss the future of corporate philanthropy in India. In these roundtables, they have identified and reflected on some of the challenges in understanding the role, evolution and impact of the philanthropy and addressed the question of how philanthropy has worked or may work in future in India.

PUBLIC PRIVATE PARTNERSHIP IN HIGHER EDUCATION IN THE CONTEXT OF HARYANA

Private sector participation in higher education is not a new phenomenon. Historically, private institutions have existed in society. The growing importance of private higher education institutions cannot be only attributed to the Ad-hoc expansion of higher education catering to the unmet demand. Of late, there has been a conscious policy push towards expansion and empowerment of the private higher education institutions by the central as well as state governments. Apart from the direct provision of higher education institutions, the private sector can play a major role in providing high quality higher education. This IIHEd draft policy paper attempts to explore the factors for the growing importance of Public-Private Partnership (PPP) in the Higher Education sector, the various ways in which PPP in HE can take place and recommend a sustainable model for PPP in HE for Haryana.

EMINENT EDUCATORS ON THE FUTURE OF EDUCATION

This report was submitted to the International Commission on the Futures of Education constituted by the UNESCO in the year 2019. Along with other reports, this report will be incorporated to write the larger report on the Futures of Education being prepared by the UNESCO to be released in 2021.

Student Experiences in Research Universities (SERU)-India The COVID-19 Survey Report: The National Survey

A report titled “Student Experiences in Research Universities (SERU) – India Covid-19 Survey”, jointly prepared by JGU and the Association of Indian Universities (AIU), was released virtually on March 30, 2022 by Prof. (Dr.) C. Raj Kumar, Director, International Institute for Higher Education Research and Capacity Building (IIHEd) and Founding Vice Chancellor, JGU. The report was developed by IIHEd faculty and research fellows in collaboration with the research division of AIU, New Delhi, to assess the impact of COVID-19 on the campuses of academic institutions, especially relating to the student experience. The Research Centre for Comparative and Global Education of IIHEd, JGU, in collaboration with AIU, New Delhi, conducted the survey. The survey questionnaire was adapted from the SERU Consortium survey at University of California, Berkeley. The survey questionnaire, customised as per the Indian context, was circulated online during Spring 2021. The adapted SERU-INDIA survey was then administered across the universities in India to understand the impact of the pandemic on the student experience.
